I, Osama bin Muhammad bin Laden, assume upon myself, the office of the ambassador, representative and spokesman for all people of the world who see themselves as victims of injustice at the hands of established governments (World Spokesman for Victims of Injustice).
I am glad to announce to you that an independent, impartial super‐national court of justice, the World Court of Justice, has been established, and any person or group of people suffering an injustice at the hands of a government, can submit their claims to that court and get full satisfaction.
Now that the World Court of Justice has been established, I, as the World Spokesman for Victims of Injustice, appeal to all people of the world who see themselves as victims of injustice at the hands of established governments, and specifically to all those who took it upon themselves to achieve justice through military action against those whom they see as their enemies and oppressors, and order them to do the following:
Any damage to person or property committed in the name of justice after the publication of this Proclamation will be no longer justified and will be considered as crime punishable in accordance with the criminal law of the country where it is committed.
It is the duty of every Muslim and of every honest person to make every effort to prevent crimes as described in the previous paragraph, to report such crimes to the police of the countries concerned, and to assist in every way to the police in arresting such criminals and bringing them to justice.
I, for and on behalf of all people who see themselves as victims of injustice at the hands of established governments, accept the jurisdiction of the World Court of Justice, and will unconditionally comply with its decisions.
This proclamation, with explanation of what terrorism is and detailed recommendations on how terrorism can be stopped forever have been sent to George W. Bush, the president of America and he accepted them fully and unconditionally for and on behalf of all the countries members of the Anti‐Terrorist Coalition.
If, however, the government of the United States of America or of any other country fails to comply with the implementation of the recommendations on how to stop terrorism, and commits or continues to commit any hostile acts against any person or group of people in the world, or fails to comply with an order of the World Court of Justice, then all members of the government of such county will become criminals, and it will be duty of every honest person in the world, and especially of those living in such country, to hunt down and kill such criminals as enemies of justice and of whole mankind.
